社会基盤とは、文字通り社会の基盤となる施設や構造物などを意味します。たとえば、道路や鉄道、上下水道や、発電所、電力・通信網、さらに、港湾や空港、水路、治水施設などです。民間が主体となって整備するには事業として成り立ちにくいものであり、多くは国や地方自治体、その他公的な組織によって整備・管理がなされます。社会基盤の整備や管理を行うには、莫大な資金を必要としますが、近年激化する災害に備えるためには事前に治水施設等の社会基盤整備が必要です。また、人口が増加しないわが国で持続可能な成長を確実にするためには、国土を有効に活用する必要があり、そのためには、開発を喚起するような道路等の社会基盤整備が必要です。さらに、老朽化した社会基盤施設を適正に維持管理し、必要な更新を行わなければ、国土利用の効率性を維持することも、生活の安全を確保することもできません。
社会基盤の整備・保全を適切に行うためには、必要な財源を確保して、計画的に施設の設計や施工、そして施設の保守点検・補修等を実行する必要があり、そのために必要な業務や工事を民間企業等に適切に発注することが重要です。単に価格の安い契約相手を選ぶのではなく、信頼できる企業に質の高い仕事を効率的に実施してもらう必要があります。
しかし、わが国では社会基盤の整備・保全の重要性に対する国民的理解が十分でなく、公共事業が無駄遣いのごとく報道されたり、業務や工事を行う契約相手の選定にあたって品質確保が十分に考慮されない状況がみられます。社会基盤の整備・保全を計画的に着実に進めることができる仕組みづくりや、品質を確保して効率的に公共工事を遂行できる仕組みを構築することが重要です。
一般社団法人 社会基盤マネジメント研究所では、社会基盤の整備・保全のあり方や、社会基盤の整備・保全の進め方について研究を深めることにより、社会基盤の適正な整備・管理に寄与し、安全で豊かな社会の創造に貢献したいと考えております。

Social infrastructure literally means facilities and structures that are the foundation of society. Examples include roads, railways, water supply and sewerage systems, power plants, electricity and communication networks, as well as ports, airports, waterways, and flood control facilities. It is difficult for private entities to develop these facilities as a business, and most of them are developed and managed by the national government, local governments, and other public organizations. Development and management of social infrastructure requires huge funds, but in order to prepare for disasters that have intensified in recent years, it is necessary to develop social infrastructure such as flood control facilities in advance. In addition, in order to ensure sustainable growth in our country, where the population is not increasing, it is necessary to make effective use of the land, and for this purpose, it is necessary to develop social infrastructure such as roads that stimulate development. Furthermore, unless we properly maintain and manage aging social infrastructure facilities and perform necessary updates, we cannot maintain the efficiency of the land or ensure the safety of the land.
In order to properly develop and maintain social infrastructure, it is important to secure the necessary financial resources and place orders with private companies to properly carry out the design and construction of facilities, as well as the maintenance, inspection, and repair of facilities. Rather than simply choosing a contractor with the lowest price, it is necessary to have a reliable company carry out high-quality work efficiently.
However, in Japan, public investment in the development and maintenance of social infrastructure is often reported as wasteful, and price competition tends to be overly emphasized when selecting contractors.
By deepening our research into the nature and progress of social infrastructure development and maintenance, we hope to contribute to the proper development and management of social infrastructure and the creation of a safe and prosperous society.
